The Defense Nuclear Facilities Safety Board uses a set of statutory tools to conduct independent oversight of Department of Energy defense nuclear facilities and to inform the Secretary of Energy on issues affecting the adequate protection of public health and safety. These tools include formal recommendations, reporting requirements, reviews, investigations, public hearings, and written correspondence all which support transparency, accountability, and continuous improvement in nuclear safety.

Board Recommendations
Board Recommendations are formal communications issued to the Secretary of Energy when the Board determines that an issue may affect the adequate protection of public health and safety at a defense nuclear facility. Recommendations may include reporting requirements and, by statute, require the Secretary to either accept or reject the recommendation and respond on the public record, including through the development and execution of an implementation plan if accepted.

Public Hearings & Meetings
Public hearings and meetings are convened by the Board to gather information, receive testimony, and examine nuclear safety issues related to Department of Energy defense nuclear facilities. In conducting hearings, the Board may require testimony, request information, and, when necessary, exercise subpoena authority as provided by statute.

Letters
Letters are a primary tool used by the Board to communicate independent technical analysis, observations, requests for information, and advice to the Department of Energy and other stakeholders. Board correspondence may document reviews, investigations, or emerging safety concerns, highlight best practices, or support early resolution of issues.
